Investors in Montenegro have the opportunity to obtain Montenegrin citizenship (passport of a citizen of Montenegro) according to a simplified scheme. According to the Henley & Partners consulting company, Montenegro ranks third in the world in the ranking of the best citizenship programs.

On 1st of October, 2018, another new immigration scheme was officially launched in Montenegro, which allows to obtain Montenegrin citizenship under the simplified expedited procedure for participants in a special investment program. This important issue was considered at the 87th session of the Government of Montenegro under the chairmanship of the Prime Minister Dusko Markovic and a positive decision was made.

The Montenegrin citizenship program through investments is available to foreign investors, but has limitations: the program has a quota of up to 2000 of the most significant applicants from non-EU countries and is open to apply for teh next three years.

Investments in Montenegro are directed to important development projects approved by the government in certain areas of the country. The minimum amount of necessary investment depends on the region of the investment project:

- from 250`000 euros for projects in economically underdeveloped areas;

- from 450`000 euros for projects in promising areas on the coast of the country.

A fee of up to 100`000 euros will also be levied for conducting legal and economic examination, comprehensive verification and business processing of the submitted application with the involvement of authoritative auditors (specialized firms). The proceeds from this collection were directed to a special fund for the economic development of individual territories. A specially created government agency manages the entire program, promotes the ideas of this program and attracts foreign investors.

This program is aimed at attracting foreign direct investment in the development of the country's economy. Montenegrin citizenship is granted regardless of the citizenship of another country.

The World Bank has identified Montenegro's economy as the fastest growing among the Balkan countries. Participation in Montenegro's investment projects will bring certain benefits for business structures and individual entrepreneurs who filed an application in a timely manner.

Montenegro has a length of the water border of the Adriatic Sea of 293.5 kilometers, of which 73 kilometers of sea beaches are a pearl scattering of paradise places for tourists. As well as comfortable yacht harbors on the Adriatic coast and magnificent ski resorts in the vicinity of Zabljak and Kolasin. Real estate construction in Montenegro is underway at an active pace.
